Matagorda Peninsula, a short distance NE of Matagorda Ship Channel.
It is a WWII training base which is now a private airpark.

Here
and further east along the coast there was a lot of dark brown stuff
floating on the surface. It looks like it may be an oil
spill,
but I really don't know.
